Stretch Phillips is a retired Surface Warfare Officer who
Commanded the Destroyer O’Bannon, the Cruiser Vella Gulf and the Naval Surface
Warfare Center Port Hueneme California.
He has an extensive background in Strike Warfare and weapons acquisition
including serving as an instructor at the Naval Strike Warfare Center Fallon
Nevada, serving as the first Tomahawk Strike Coordinator for the initial
employment of Tomahawk Land Attack Missile in the first Gulf War and developing
most of the Tactics and Procedures used in their employment. He presently is a Ship Handling and Navigation
Instructor in the Naval Surface Force Atlantic ship handling simulator.
